Ajay Gohil is a Health Care attorney, who has handled regulatory and administrative work with various federal and state agencies, including the Office of Counsel to the Inspector General for the Department of Health and Human Services from 2007-2008, the Georgia State Attorney General's Office from 2000-2007 (where he represented the Georgia State Board of Chiropractic Examiners), and the Office of General Counsel for D.C. Health since 2012 (where he currently represents the D.C. Board of Chiropractic). He is also one of the founders of the FCLB Chiropractic Board Legal Advisers Committee (CBLAC). He received his J.D. from Emory University Law School and his B.A. from Duke University in Political Science and History.

Ms. Beth Kidd has been employed with the Oklahoma Board of Chiropractic Examiners since October 1999. In July 2001 was promoted to the Executive Director position for the Oklahoma Board of Chiropractic Examiners. Ms. Kidd has served as Chair on the Chiropractic Board Administrators Committee, and is currently FCLB's Administrative Fellow Director.

Ms. Beth Kidd has been employed with the Oklahoma Board of Chiropractic Examiners since October 1999. In July 2001 was promoted to the Executive Director position for the Oklahoma Board of Chiropractic Examiners. Ms. Kidd previously served as Chair on the Chiropractic Board Administrators Committee and is now the FCLB Administrative Fellow Director.

Brian Francis was the top executive of the largest occupational licensing agency in the state of Texas while winning slam competitions across the nation and being a finalist at the National Poetry Slam in his spare time. His personality is as unforgettable and unique as his experience. Brian has 36 years of regulatory experience , 22 of which were in executive level roles. He combines the wisdom of his real world experience with the knowledge gained from his MBA in Public Finance from St. Edwards University, Austin Texas. Brian also brings an internationally learned perspective gathered from the Transformative Leadership Program offered by the University of Adelaide in South Australia and the LBJ School of Public Affairs at the University of Texas in Austin Texas. Brian’s strategic leadership style and accomplishments has garnered the praise of legislative leaders from both sides of the aisle, a diverse array of professional and industry stakeholders and most importantly his most valued allies - his employees. He shares his hard-earned insights into building diversely dynamic teams that embrace challenges, create options and deliver on missions. Dr. Carol Winkler was elected President of the FCLB at the 2021 Congress. She has previously served as Vice President, Treasurer, Board Chair, District I Director, and District I Alternate Director. Dr. Winkler is a 1987 graduate of Palmer College and is a second generation chiropractor and regulator. She practices in Bismarck, North Dakota with her husband Dr. Cameron Nemecek. They have three children and have almost survived raising teenagers. Dr. Winkler has been involved in chiropractic regulation since 2003 having served the state of North Dakota for ten years. She was named North Dakota Chiropractor of the Year in North Dakota in 2016.

Dr. Margaret (Maggie) Colucci was elected FCLB President at the 2017 91st Congress in Orlando, Florida. She has previously served as Vice President, Treasurer, and District IV Director. Dr. Colucci has been involved in Chiropractic testing and regulation since 1999. She has had four Nevada governor appointments and currently is a member of the Chiropractic Physicians' Board of Nevada. She has previously served as CPBN President, Vice President and chair of the test committee. In 2009, Dr. Colucci was named the Nevada Chiropractic Association Chiropractor of the Year. Dr. Colucci is a 1989 Palmer College of Chiropractic Chi Rho Theta research honor graduate. Dr. Colucci practices in the Summerlin area of Las Vegas, enjoying time with her husband and three children.

Dr. Hank Hulteen is a long-term practitioner, regulator, and educator. He began attending FCLB meetings in 1983, after being the youngest member ever elected to the South Carolina Board of Chiropractic Examiners the preceding year. In 1987, Dr. Hulteen was elected to the FCLB Board of Directors, setting another record for the youngest elected to that board. His service to regulation continued as he participated in NBCE test committees and eventually served on their board. Dr. Hulteen brings vast experience and a dedication to service that he willingly shares with the FCLB community. He has been a mentor and friend to generations of leaders. With nearly five decades in practice and multiple awards for leadership and service, Dr. Hulteen has become an annual meeting icon for the FCLB.
Ian Kildow ImageIan Kildow
Ian Kildow has been with the Colorado Attorney General’s Office for over ten years. He started with the office as a Criminal Investigator in 2011 and focused solely on investigating various types of insurance fraud. In 2017, he was promoted to supervise the Financial Fraud Unit. In his current position, he oversees nine sworn criminal investigators dedicated to investigating insurance fraud and securities fraud. Ian frequently presents to industry and law enforcement groups on the topic of insurance fraud and criminal investigations. Ian began his career in law enforcement at the Arvada Police Department in 2004. He was promoted to detective in 2006 and remained in that position until joining the Office of the Attorney General.

Janelle came to the FCLB from the banking industry with a history of customer service. She is a University of Northern Colorado graduate with a degree in psychology. Janelle's friendly demeanor and excellent problem-solving skills make her a valuable addition to the FCLB staff.

Jennifer Herlihy is an experienced trial attorney handling a variety of civil litigation matters, including medical malpractice, product liability, toxic torts and personal injury. Jennifer defends medical providers in medical malpractice cases and represents physicians, chiropractors, physician assistants, nurse practitioners, certified registered nurse anesthetists, hospitals, medical facilities, optometrists, nurses, dentists, speech pathologists, physical therapists, massage therapists, pharmacists, mental health providers, surgical technologists, social workers, attorneys and other professionals in both state and federal courts and before licensing and administrative boards. She has also handled Board matters through the various appellate options. Jennifer was selected, based on a vote of all licensed attorneys in the state and a review by an independent blue ribbon panel, as a "Rising Star" Super Lawyer from 2005-2010 and as a "Super Lawyer" from 2011-2019.

Jon Porter is a partner of the law firm of McDonald, Mackay, Porter & Weitz, L.L.P., Austin, Texas. Mr. Porter has worked as an attorney in both the public and private sectors. In the public sector, Mr. Porter was a legislative aide for Texas Representative Senforia Thompson. He was an investigator for the Texas Medical Board for several years before attending law school. Mr. Porter returned to the Texas Medical Board as a prosecuting attorney and later became the Director of Investigations and Compliance. Mr. Porter joined as a partner of the law firm of McDonald, Mackay Porter & Weitz, L.L.P on December 20, 2002. His current practice focuses primarily on health care provider licensure defense. He frequently works with health care professionals who are experiencing standard of care issues, chemical or mental impairment, licensure matters and boundary issues. Mr. Porter is frequently called on for speaking on topics of medical regulation and medical-ethical issues, especially professional boundary issues and appropriate medical records.

Past President of the FCLB, Dr. Karlos Boghosian is the Founder and CEO of SoVita(TM) Chiropractic Centers. Dr. Boghosian is a graduate of the University of Bridgeport and has served on the Connecticut Chiropractic Board of Examiners since 2015. Under Dr. Boghosian's leadership, FCLB expanded its web presence and outreach programs, bringing the regulatory excellence of our members to the attention of licensees. Additionally, Dr. Boghosian worked to maintain FCLB's high standards and service during the height of the pandemic. His focus on communication and keeping member boards connected was a benchmark of his presidency.

Past President of the FCLB, Dr. Karlos Boghosian has served on the Connecticut Chiropractic Board of Examiners since 2015. Dr. Boghosian is the Founder and CEO of SoVita™ Chiropractic Centers and has been a member of the Board of Trustees Boys and Girls Clubs of Hartford since 2016. Under Dr. Boghosian’s presidency, the FCLB expanded its online presence and began a program of outreach to practicing doctors of chiropractic. Advocating for patient protection, Dr. Boghosian’s outreach initiative undertook to educate licensees about the importance of regulation and accountability for patient care. Additionally, Dr. Boghosian’s leadership during the beginning of the Pandemic allowed FCLB to maintain communication among licensing boards and ensure patients continued to receive the care they needed.

Dr. Vanterpool was elected Vice President of the FCLB at 94th Annual Congress in 2021. A longtime member of the District of Columbia Board of Chiropractic Examiners, Dr. Vanterpool is a graduate of Life University and a certified personal trainer. Dr. Vanterpool's volunteer interests are wide-ranged and include the Special Olympics, youth mentoring, and Feeding-the-Homeless. Lisa Blanchard is the Executive Director of the North Dakota Board of Chiropractic Examiners. She has held this position since 2011. She assisted the previous Executive Director for 3-years prior to being hired by the Board. Lisa is the current chair of the Chiropractic Board Administrators Committee, a member of the FCLB CCCA Committee, and past member of the FCLB PACE Committee.

Louis Sportelli, D.C. received his Doctor of Chiropractic (DC) from Palmer College of Chiropractic in December of 1962 and has been in private practice since 1962 in Palmerton, PA. In 1980 he was awarded a Fellow in the Palmer Academy. In 1986, he received an Honorary Doctor of Humanities from the Los Angeles College of Chiropractic and in 1988 and an Honorary Doctor of Laws from The National College in Lombard Illinois. Dr. Sportelli has served in many capacities throughout his 48 year career in chiropractic. He has been active in his state, national and international associations. He served as Chairman of the Board of the American Chiropractic Association in 1989, as well as president of the World Federation of Chiropractic, in 2000-01 headquartered in Toronto Canada, which represents 87 chiropractic organizations around the world. Dr. Sportelli currently serves as president of the NCMIC Group in Des Moines, IA. One of the subsidiaries of this Group, NCMIC Insurance Company, is the largest chiropractic malpractice insurance company in the nation insuring more than 38,000 doctors of chiropractic, and all chiropractic colleges in the USA. He has co-authored a text entitled Professional Practice, Ethics, Business, Jurisprudence and Risk Management, as well a patient education book Introduction to Chiropractic book now in its 12th edition. He has lectured extensively on the subject of risk management and communications.

Ms. Mona Baskin is an Assistant Attorney General in the Licensing and Enforcement Section of the Arizona Attorney General’s Office. She has represented numerous regulatory agencies, including Arizona’s Board of Chiropractic Examiners, along with the optometry, nursing, physical therapy, accountancy, technical registration, and cosmetology boards. She has also represented Arizona’s Registrar of Contractors and Department of Weights and Measures. Ms. Baskin has provided extensive Board training on investigative and disciplinary proceedings, criminal law, fundamentals of Board procedures, and open meeting law. Prior to her work in administrative law, Ms. Baskin was a criminal prosecutor and appellate attorney in the Arizona Attorney General’s Office. She represented the State of Arizona in cases before the Maricopa County Superior Court, Arizona Court of Appeals, Arizona Supreme Court, federal district courts, 9th Circuit Court of Appeals, and the United States Supreme Court. Prior to her employment at the Arizona Attorney General’s Office, Ms. Baskin served as a judicial clerk in Division One of the Arizona Court of Appeals. Ms. Baskin is a graduate of the Sandra Day O’Connor College of Law, Arizona State University. She has a Bachelor of Science in Nursing and a Bachelor of Arts in Public Health Education. Ms. Baskin has authored several legal publications, served in leadership positions in the Arizona State Bar, as President of the Public Lawyers Division of the Maricopa County Bar Association, and as a member of the Continuing Legal Education Committee of the Arizona Attorney General’s Office. Ms. Baskin has always been involved in the community in philanthropic organizations with a special focus on the homeless and children’s issues.

Currently the Treasurer of FCLB, Dr. Daschner began his service on our board in 2017 as the District II Director. Dr. Daschner chairs the FCLB Finance Committee and the PACE Committee. He is a member of the Minnesota Board of Chiropractic Examiners and is a past president of that board. He has participated in NBCE test development, as well. Ronne Hines was appointed Director of the Division of Professions and Occupations (DPO) in August 2016. DPO is an umbrella agency that regulates more than 50 professions and over 500,000 licensees. As the Division Director, she is responsible for licensing nearly 15-percent of the state’s workforce and protects consumers through the enforcement of rigorous licensing standards and standards of practice. DPO strives to provide excellent customer service, to reduce unnecessary regulatory burden including working to expand access to healthcare across Colorado, and to break down silos among professions to help solve some of the State’s toughest challenges such as prescription drug abuse. Ms. Hines has been with the Department since February 2008 and has served in a variety of senior-level positions in DPO, most recently as its Deputy Director for Healthcare with responsibility for approximately 250,000 healthcare professionals in the state in more than 25 different regulatory boards and programs. Prior to her role as Deputy Director for Healthcare, Hines was a program director charged with the day-to-day operations and enforcement for six mental health regulatory boards. Previously, Ms. Hines was an attorney in private practice. She holds a Master’s in Public Administration from the University of Colorado-Denver, earned her Juris Doctorate from the Sturm College of Law at the University of Denver, and a Bachelor’s degree in Philosophy.

Sherry McAllister, DC, M.S. (Ed) CCSP, serves as the President for the Foundation for Chiropractic Progress, the national not-for- profit organization showcasing the benefits of chiropractic care across multiple platforms with over 29 000 members. Dr. McAllister earned her Master’s in Education from the University of California East Bay and is a graduate of Palmer College of Chiropractic West, where she served as an Associate Professor. Recently appointed to Forbes Non-Profit Council. Dr. McAllister served as a Qualified Medical Examiner, Expert Chiropractic Witness for the State of California, and has been in private practice in San Jose since 1996. She has been Featured in several publications including: Forbes, Becker's Spine Review, Momtastic, LiveStrong, Managed Healthcare Executive, BOSS Magazine, News Break and Martha Stewart Living. Awarded: Top Women in Healthcare: PR News Access Intelligence, Person of the Year Dynamic Chiropractic, Chiropractor of the Year by Women DC organization. The Foundation has been honored with: PR World Awards Gold Winner in Healthcare Achievement, Digital Healthcare Award Adjusted Reality Podcast (Host) and the prestigious Telly Award for the Tokyo 2021 Olympic Advertisement.
