Ms. Beth Kidd has been employed with the Oklahoma Board of Chiropractic Examiners since October 1999. In July 2001 was promoted to the Executive Director position for the Oklahoma Board of Chiropractic Examiners. Ms. Kidd has served as Chair on the Chiropractic Board Administrators Committee, and is currently FCLB's Administrative Fellow Director.

Dr. Carol Winkler was elected President of the FCLB at the 2021 Congress. She has previously served as Vice President, Treasurer, Board Chair, District I Director, and District I Alternate Director. Dr. Winkler is a 1987 graduate of Palmer College and is a second generation chiropractor and regulator. She practices in Bismarck, North Dakota with her husband Dr. Cameron Nemecek. They have three children and have almost survived raising teenagers. Dr. Winkler has been involved in chiropractic regulation since 2003 having served the state of North Dakota for ten years. She was named North Dakota Chiropractor of the Year in North Dakota in 2016.

Dr. Colucci has been involved in Chiropractic testing and regulation since 1999. She has had four Nevada governor appointments and currently is a member of the Chiropractic Physicians' Board of Nevada. She has previously served as CPBN President, Vice President and chair of the test committee. In 2009, Dr. Colucci was named the Nevada Chiropractic Association Chiropractor of the Year. Dr. Colucci is a 1989 Palmer College of Chiropractic Chi Rho Theta research honor graduate. Dr. Colucci practices in the Summerlin area of Las Vegas, enjoying time with her husband and three children.

Louis Sportelli, D.C. received his Doctor of Chiropractic (DC) from Palmer College of Chiropractic in December of 1962 and has been in private practice since 1962 in Palmerton, PA. In 1980 he was awarded a Fellow in the Palmer Academy. In 1986, he received an Honorary Doctor of Humanities from the Los Angeles College of Chiropractic and in 1988 and an Honorary Doctor of Laws from The National College in Lombard Illinois. Dr. Sportelli has served in many capacities throughout his 48 year career in chiropractic. He has been active in his state, national and international associations. He served as Chairman of the Board of the American Chiropractic Association in 1989, as well as president of the World Federation of Chiropractic, in 2000-01 headquartered in Toronto Canada, which represents 87 chiropractic organizations around the world. Dr. Sportelli currently serves as president of the NCMIC Group in Des Moines, IA. One of the subsidiaries of this Group, NCMIC Insurance Company, is the largest chiropractic malpractice insurance company in the nation insuring more than 38,000 doctors of chiropractic, and all chiropractic colleges in the USA. He has co-authored a text entitled Professional Practice, Ethics, Business, Jurisprudence and Risk Management, as well a patient education book Introduction to Chiropractic book now in its 12th edition. He has lectured extensively on the subject of risk management and communications.

Ms. Mona Baskin is an Assistant Attorney General in the Licensing and Enforcement Section of the Arizona Attorney General’s Office. She has represented numerous regulatory agencies, including Arizona’s Board of Chiropractic Examiners, along with the optometry, nursing, physical therapy, accountancy, technical registration, and cosmetology boards. She has also represented Arizona’s Registrar of Contractors and Department of Weights and Measures. Ms. Baskin has provided extensive Board training on investigative and disciplinary proceedings, criminal law, fundamentals of Board procedures, and open meeting law. Prior to her work in administrative law, Ms. Baskin was a criminal prosecutor and appellate attorney in the Arizona Attorney General’s Office. She represented the State of Arizona in cases before the Maricopa County Superior Court, Arizona Court of Appeals, Arizona Supreme Court, federal district courts, 9th Circuit Court of Appeals, and the United States Supreme Court. Prior to her employment at the Arizona Attorney General’s Office, Ms. Baskin served as a judicial clerk in Division One of the Arizona Court of Appeals. Ms. Baskin is a graduate of the Sandra Day O’Connor College of Law, Arizona State University. She has a Bachelor of Science in Nursing and a Bachelor of Arts in Public Health Education. Ms. Baskin has authored several legal publications, served in leadership positions in the Arizona State Bar, as President of the Public Lawyers Division of the Maricopa County Bar Association, and as a member of the Continuing Legal Education Committee of the Arizona Attorney General’s Office. Ms. Baskin has always been involved in the community in philanthropic organizations with a special focus on the homeless and children’s issues.
